Whitehall Township takes its name from a white hall — a meeting and hunting lodge built along Jordan Creek in the early 1700s — that gave the community its identity before the township was formally established on March 20, 1753. That limestone proved to be more consequential than anyone anticipated: when railroad construction crews cut through the bedrock in the mid-1800s, their excavations revealed deposits of Jacksonburg limestone — a specific type of limestone found in the Whitehall area and particularly suited to cement manufacture.

David O. Saylor (1827–1884), recognizing that this Jacksonburg limestone could be used to manufacture Portland cement — the hydraulic cement developed in England but not yet produced in America — perfected and patented the manufacturing process. The first Portland cement plant in the United States was built between the villages of Cementon and Coplay in Whitehall Township. Others followed rapidly. The Lehigh Valley’s Jacksonburg limestone deposits proved to be among the most accessible and highest-quality cement-producing limestone in the country, and by 1914, 70% of all cement produced in the United States came from the Lehigh District — the Cement Belt centered in Whitehall Township and its immediate neighbors. Portland cement is the fundamental ingredient in concrete. Every bridge, building, road, and infrastructure project built in America in the late 19th and early 20th centuries depended on it. Whitehall is where American concrete was born. The cement industry also transformed Whitehall’s population: a wave of immigrants from Austria-Hungary arrived to work the plants, adding the diverse community character that persists in the township today.
